PROGRAM AUDITS & PROJECT EVALUATION

Whether it is a major program or a major project, our program audit and project evaluation methodology is designed to improve the quality of evaluation through a structured approach. Our audit and evaluation framework encourages and supports an objective review, based on acknowledged principles of good evaluation practice.

The principles of our program audit and project evaluation approach include:

1) A clear view of the purpose of the audit or evaluation
2) Inclusion of a comparative element
3) A bias towards outcome measurements, assessment of benefits and costs
4) Consideration of structural context
5) Consideration of process in achievement of outcomes
6) Coverage of all critical facets (technical, user, business, other key stakeholders)
7) Lessons learned
8) Recognition of degree of robustness in audit and evaluation

Our program audit and project evaluation is best defined as the systematic assessment of a program, or part of a program, to assist decision makers to:

1) Assess the continued relevance and priority of program objectives in light of current circumstances (appropriateness)
2) Test whether the program outcomes achieved stated objectives (effectiveness)
3) Ascertain whether there are better ways of achieving these objectives (efficiency)
4) Assess the case for the establishment of new programs, or extensions to existing programs
5) Decide whether the resources for the program should continue at current levels, be increased, reduced or discontinued

Our program audit or project evaluation will result in a useful REPORT. A typical report format might include:

1) Objectives and scope of this review
2) Description of the evaluation methodology
3) Background to project and organisation
4) Findings of the evaluation
5) Conclusions
6) Recommendations
7) Action plans for moving the recommendations forward

Our audit and evaluation processes are a partnership between consultant and client. The Analysing, Reporting and Usefulness of the findings are based on an agreed foundation built on consultant-client agreement, upfront, on why (objectives), when (reviews), what (areas), and how (techniques) to audit and evaluate.
